The Geospatial Data Gateway is quite possible my most used free data resource.

The Geospatial Data Gateway provides One Stop Shopping for natural resources or environmental data at anytime, from anywhere, to anyone. The Gateway allows you to choose your area of interest, browse and select data from our catalog, customize the format, and have it downloaded or shipped on CD or DVD.
In particular the NAIP data is useful. According to the metadata, I believe the goal is to make the imagery available within 90 days of flight. If you plan on using the site, I have notice some issues:
- There is a wait time to download. User is notified via email.
- Email Contains multiple links to download. Each dataset ordered is a separate package
- Some imagery is .jp2 format, In ArcGIS band 4 should be turned off to make imagery clearer
